Program hosted 35 practitioners from 11 Arab countries

CPP ILO Masterclass Participants

Hamad Bin Khalifa University’s (HBKU) College of Public Policy (CPP) hosted the International Labour Organization (ILO) masterclass "Just Transition and Climate Policy Development through the Nationally Determined Contributions: A South-South Learning Approach," gathering 35 regional experts to collaborate on strategies for ambitious and just climate policies. 

Held in Doha, the training program provided a platform for policymakers, social partners, and climate policy experts from Arab States to exchange experiences, explore partnership, and engage in Nationally Determined Contribution (NDC) development processes.

Conducted by the ILO, the program covered crucial topics related to climate policy and just transition. Participants examined the social dimensions of climate change and explored how the Paris Agreement and NDCs serve as frameworks for national climate action. It also highlighted how NDC processes must incorporate social dialogue to ensure that diverse stakeholders are included in climate policy development. CPP’s partnership with ILO demonstrates the College’s commitment to leveraging transnational synergies and collaborations with distinguished partners to facilitate expertise and build capacity in Qatar and beyond.

The program began with opening remarks delivered by Max Tunnon, Qatar Country Coordinator, ILO; Dr. Leslie Pal, Dean, CPP; Mette Lund, Just Transition Specialist, ILO Office for Arab States; and Hamad Al-Marri, Director of International Cooperation Department, Ministry of Labour, State of Qatar.

Speaking about the masterclass, Dr. Leslie Pal stated: “It was an honor to host this remarkable gathering of more than 35 policymakers, experts, and practitioners representing 11 countries. This event represents a milestone in our collaboration with the ILO, a key UN entity, reinforcing our commitment to addressing global policy challenges through research, dialogue, and capacity-building. As a college committed to shaping impactful policies, we are proud to support initiatives that drive sustainable and equitable transitions in climate governance.”

Dr. Esmat Zaidan, Associate Dean, CPP, contributed to the training for two sessions on sustainable development policy and planning. Her first session, "Understanding Climate Change Science and the Climate Change Challenges in the Arab States Region," provided participants with insights into the scientific foundations of climate change and the specific challenges faced by Arab states. The second session, "From City to Country – What Can We Learn from Urban Policy Planning in National Policy Planning?" explored how lessons from urban policy planning could inform broader national climate policies.

The event concluded with a closing ceremony, where Dr. Pal and Lund awarded certificates to the participants in recognition of their engagement and contributions.
