Dr. Sultan Barakat, a professor at Hamad Bin Khalifa University’s (HBKU) College of Public Policy (CPP), has been awarded the title of Distinguished Professor, effective July 1, 2026.
The accolade stands among the University’s highest academic honors. It is awarded to a select group of full professors who have attained international distinction in their fields and whose scholarship, teaching, and service have made significant and sustained contributions to knowledge and society.
Dr. Barakat is widely recognized for his work in public policy, post-conflict recovery, forced displacement, international development, mediation, and humanitarian action. Over a career spanning more than three decades, his research and policy engagement have informed the work of governments, international organizations, and development agencies worldwide.
Since joining HBKU’s College of Public Policy in 2022, he has played a leading role in advancing its research profile, expanding international partnerships, and contributing to policy discussions on some of the most pressing global challenges.

Dr. Barakat’s appointment reflects the caliber of faculty that defines HBKU overall and further underscores the University’s commitment to building a community of scholars whose leadership and service contribute to Qatar and the wider world.
