Discussion explored how international law can better support country’s cultural sector

Hamad Bin Khalifa University’s (HBKU) College of Law hosted a public discussion on the essential role of international law in preserving Qatar’s cultural heritage, exploring how legal measures can be developed and implemented to safeguard the country’s customs and traditions.

Moderated by Dr. Susan L. Karamanian, Dean, College of Law, the discussion convened experts in international law and cultural diplomacy. Leading the session was Dr. Mariano J. Aznar Gomez, Professor, Jaume I University in Spain, a world-renowned expert in the law of underwater cultural heritage who focused on this subject as it relates to Qatar.

Dr. Eleni Polymenopoulou, Associate Professor, College of Law, lent insights from her research in the area of cultural heritage law to the conversation. Rashid Malheya, Head of International Relations, Qatar Museums, shared insights from his role in advancing institutional capacity in the field of cultural heritage law. Drawing on his experience at the forefront of international cooperation initiatives, he emphasized the importance of legal frameworks in safeguarding heritage assets. An alumnus of the College of Law, Malheya also highlighted how the Juris Doctor (JD) program equipped him with critical legal reasoning skills essential for anticipating and addressing complex legal challenges in the cultural sector. 

Noting the importance of this discussion, Dean Karamanian said, “Qatar’s vibrant arts and humanities sector safeguards a culturally rich society with an impressive history. Its stewardship is bolstered by partnerships with like-minded national institutions around the world. The College of Law seeks to strengthen the country’s legal sector to better support its heritage protection efforts by also exploring the value of international cooperation in this field.”
