The Office of Innovation and Industrial Relations (OIIR) has been a leader in advancing innovation and entrepreneurial growth since its establishment. Its tailored approach supports Qatar’s National Vision by developing and implementing strategies that boost innovative entrepreneurship and facilitate knowledge and technology transfer between the university, industry, and government, through its departments, the Innovation Center, Innovation Funds Office, Intellectual Property Office, and HBKU Research and Development Corporation QSTP-LLC.
HBKU seeks applications for the position of IP and License Specialist. The applicant will be responsible for driving the contractual negotiations and execution of HBKU’s commercialization activities by managing IP licensing, technology transfer agreements, and equity structures with spinouts and startups, enabling the successful market deployment of university-developed technologies.
- To draft, review, monitor, and follow up on all IP and commercialization agreements.
- Assist in overseeing HBKU’s high-potential technology portfolios and support their maturation, protection, and commercialization.
- Work closely with HBKU OIIR teams to develop and implement the university’s roadmap and strategy for supporting high-impact technologies for successful transfer to commercialization arms; HBKU R&D Corp.
- Liaise with the IP management team to support technology IP protection for HBKU IP-related activities.
- Facilitate management of the capture of IP on the IP management system and access to the system, working closely with and providing guidance to others as needed.
- Develop and implement IP technology assessment tools and standard operating procedures to facilitate technology maturation for HBKU IP-related activities.
- Draft, review, and assess licensing agreements, support in negotiating licensing, technology development, and technology transfer terms under the guidance of HBKU Research & Development Corporation (HBKU R&D Corp).
- Analyze business and legal issues in transactional licensing contracts across HBKU and beyond, consult with applicable departments, identify risks and issues, and assist with the development of solutions.
- Support closing the licensing transaction and ensure compliance with license obligations for HBKU IP.
- Provide guidance, consultation, and assistance with respect to licensing transactions to third parties in collaboration with relevant HBKU entities.
- Review and process the invoices received from the attorneys related to legal costs.
- Support commercialization arms in technology collaborative agreements and manage IP ownership analysis to confirm ownership rights.
- Prepare and record changes to official documents and confirm changes with relevant staff.
- Identify and assess business and legal risks in licensing transactions and support effective resolution.

- Prepare and deliver various IP-related management reports and presentations, and communicate findings to the leadership as requested.
- Other reasonable tasks as assigned by supervisor.
- Bachelor’s degree in Law/Science.
- 6–8 years’ experience in technology licensing and prosecution or transactional and commercial experience.
- Demonstrated competency in a scientific or technical area.
- Good understanding of IP laws, patent registration, and prosecution systems.
- Outstanding oral and written communication skills with the ability to articulate ideas clearly, concisely, and in detail.
- Outstanding analytical and interpersonal skills.
- Understanding of technology markets, patenting, and licensing.
- Excellent writing skills with the ability to draft and edit a variety of written reports and communications, and to articulate ideas clearly and concisely; Arabic proficiency is an advantage.
- Proficiency in MS Office applications.
