Hamad Bin Khalifa University (HBKU), in collaboration with the Ministry of Public Health (MOPH) and the World Health Organization (WHO), is organizing a foundational capacity-building workshop on the International Classification of Functioning, Disability and Health (ICF), the WHO’s framework for measuring health and disability at both individual and population levels.
Designed for professionals across health, social development, rehabilitation, policy, statistics, and digital systems, the workshop offers an introduction to the ICF framework and equips participants with essential literacy in the biopsychosocial model; the structure, components, and coding of the ICF (domains, categories, and qualifiers); and its applications in disability assessment, service planning, and governance.
It blends expert instruction with applied, case-based exercises to establish a shared, WHO-aligned foundation for future system development.
Learning Objectives:
- Develop a foundational understanding of the ICF, its structure, domains, and coding principles.
- Differentiate between medical, social, and biopsychosocial models of disability and understand the ICF’s role in operationalizing the latter.
- Learn how to apply ICF qualifiers, severity scales, and performance/capacity distinctions in assessment.
- Build initial skills in ICF-based functional assessment through guided, case-based practical exercises.
- Understand how the ICF underpins Qatar’s emerging disability governance reforms, including national classification and assessment systems.
- Strengthen the ability to contribute to standardized, interoperable disability data for planning, eligibility determination, and monitoring.
