Open Rank Faculty Position in Public Policy

The College of Public Policy (CPP) has a mission to provide interdisciplinary, innovative, ethically informed analysis of real-world problems, to improve policy design and implementation in Qatar and the region, and to contribute to global knowledge and human development through ground-breaking ideas and research.

Owing to its position at a global crossroads in terms of culture, business, and geopolitics, Qatar is at the heart of a region that needs leaders who can manage multi-faceted relationships spanning different policy issues and governance systems, who also have a strong command over a wide range of skills. 

CPP addresses these needs by offering training to graduate students from a range of disciplines in the skills needed to design, implement, analyse, and evaluate complex policy initiatives. The new Master of Public Policy (MPP) offers world-class academic and professional training, in subjects relating to policy analysis, policy design, implementation, evaluation, comparison, ethics, and management.

HBKU seeks applications for two Open Rank Positions (Assistant/ Associate/ Professor) in Public Policy. The applicant will be responsible for teaching assigned graduate courses and seminars and, where appropriate, contributing to undergraduate or service teaching, while supporting student learning and academic development. Appointments will depend on qualifications, experience, and scholarly record.

  • Teach assigned graduate courses and seminars and, where appropriate, contribute to undergraduate or service teaching, while supporting student learning and academic development.
  • Maintain an active research agenda; conduct and publish research in the field of specialization; seek external research funding; and supervise graduate theses and research projects.
  • Supervise independent study activities and serve as an academic advisor to students.
  • Participate in, and where appropriate, chair university and college committees.
  • Contribute to curriculum development, program enhancement, international accreditation processes, and academic quality assurance.
  • Provide service to the College, University, profession, and wider policy community relevant to the academic specialty.
  • Disseminate research findings through publications, conferences, policy engagement, and scholarly presentations to enhance HBKU’s reputation.
  • Perform other reasonable tasks as assigned by the Dean or the University.

  • Demonstrate expertise in Public Policy, with specialization or strong teaching and research interests in Public Administration, Governance, or closely related areas.
  • Ph.D. or terminal degree from an accredited university in public policy, public administration, political science, governance, policy evaluation, or a closely related field.
  • Relevant full-time university teaching and research experience appropriate to the rank sought, with evidence of scholarly productivity, teaching effectiveness, and professional development.
  • Demonstrated excellence or clear potential in teaching, student supervision, and development of the curriculum and program.
  • Research and scholarly achievements commensurate with the rank sought at a research-intensive university.
  • Evidence of participation in the academic affairs of a university or relevant professional society.
  • A growing or established portfolio of scholarly work, including publications, funded research, policy-relevant outputs, or other forms of academic contribution comparable to peers at leading research universities.
  • Evidence of an emerging or established regional and international reputation within the scholarly discipline, appropriate to the rank sought.
  • Ability to work effectively with diverse groups, cultures, and communities.
  • Demonstrated ability to develop networks and collaborations within HBKU and with partner institutions in teaching, research, and policy engagement. 
  • A track record of engaging and collaborating with policy stakeholders at national, regional, or international levels.
  • Arabic language is an advantage.
