This executive course is made possible through a collaboration between the College of Public Policy (CPP) at Hamad Bin Khalifa University (HBKU) and the University of Maryland (UMD), combining the expertise and resources of two leading educational institutions.

The course will help participants become informed consumers, planners, and managers of evaluation research. Designed especially for the MENA region, the three-day course will provide a practical overview of the tools of program evaluation needed.  

The course also aims to: 

1. Assess evaluations of existing public and private programs.
2. Help plan, procure and manage new evaluations.

Topics which includes the idea of causal attribution, the “counterfactual,” and the main techniques for measuring a program's effectiveness (including case studies, pre/post comparisons, comparisons to others, randomized control trials, econometric evaluations, and natural experiments), and, considerations for drawing policy conclusions (with a discussion of generalizability and the statistical and policy significance of evaluation findings).

Course Objectives

The course seeks to help participants navigate an increasingly evaluation-oriented world and to become more effective leaders and managers. Governments, nonprofits, funders, and multinational organizations increasingly want rigorous evidence about the operations and effectiveness of their programs, systems for monitoring programs on an ongoing basis, and mechanisms for utilizing this information for program improvement and planning. 

Who Should Attend

Mid-level administrators and program officers in national and local governments, multinational organizations, NGOs, and research firms, as well as graduate students who seek a targeted, yet comprehensive, education to advance in the field.

Training will be facilitated in English with on-screen Arabic subtitles.

Instructors

• Dr. Douglas Besharov is a Professor at the University of Maryland School of Public Policy, former President of the Association for Public Policy Analysis and Management, and Administrator of the Peter H. Rossi International Award for Contributions to the Theory or Practice of Program Evaluation.
• Dr. Anis Ben Brik is an Associate Professor and founding director of the Program for Social Policy Evaluation and Research (PROSPER) at Hamad Bin Khalifa University’s (HBKU) College of Public Policy (CPP) and a member of Qatar Foundation for Education, Science and Community Development. 
• Dr. Douglas Call is the deputy director of the University of Maryland Center for International Policy Exchanges and an adjunct lecturer at the University.
• Dr. David Myers is the President and CEO, American Institutes for Research, one of the world’s largest behavioral and social science research and evaluation organizations.  He is a leading authority on the design, implementation, and analysis of experimental studies of education programs.
• Dr. Anu Rangarajan is a Senior Vice President and the director of climate change at Mathematica Policy Research, one of the world’s leading firms engaged in policy research.  In her role, she leads the development of innovative, sustainable solutions that help combat the effects of climate change and make vulnerable communities more resilient.
• Dr. David Seidenfeld is the Vice President for International Research and Evaluation at the American Institutes for Research. He has extensive experience designing and implementing evaluations of economic, health, and education programs.

Delivery

The program will be conducted over a period of three days, from Monday, June 28 through Wednesday, June 30, 2021.  The program will be delivered for three and a half hours each day, with 10- minute breaks provided as appropriate. The class will start at 10:00 am EST (4:00 pm GMT +3 Doha) and conclude at 1:30 pm EST (7:30 pm GMT +3 Doha).

Program Completion

Upon completion of the program, the College of Public Policy (CPP) and the University of Maryland (UMD) will provide a joint certificate of completion to the participants.
