World Bank Building Institutions and Tackling Fragility - 20 Years of International Partner Engagement with Afghanistan

The seminar will feature a presentation and a discussion of two recent studies published by the World Bank. These studies draw on lessons learned from 20 years of international partner engagement with Afghanistan, placing current engagement within this context, and examining potential ways forward in the medium and long term.

The first study, 'Building Institutions and Tackling Fragility', offers a political economy retrospective of the World Bank's involvement in Afghanistan. The second paper, 'Through the Looking Glass', was published in December 2022 and focuses on lessons learned from the implementation of development programs from 2014-2021. The latter publication draws on 23 in-depth evaluation reports on projects that were paused in August 2021.

The aim of the event is to use the insights gleaned from these two papers as a basis for a discussion on how to shape a forward-looking trajectory of engagement that supports the Afghan people. This will also involve technical exchanges and debates with counterparts in ministries and local authorities, examining how past engagement can inform and shape future efforts to support Afghanistan.
