Dr. Khalid Al-Horr

Dr. Khalid Al-Horr has been the Director of the Higher Education Institute at the Ministry of Education and Higher Education since February 2013. In this current role, he is responsible of government scholarships, degree equivalency, and licensing new higher education institutions and programs.

Before joining the ministry, Dr. Khalid worked as an assistant professor at the College of Business and Economics at Qatar University. 

Dr. Khalid holds a bachelor's degree in business administration from Qatar University, an MA in human resources management from Leeds University, and a Ph.D in human resources management, with a specialization in workforce localization from Leeds University. 

Dr. Khalid is a member of a number of higher education institutes' boards in Qatar such as Calgary University – Qatar, Police College, Community College in Qatar, and other institutions. In addition, he represents the Ministry of Education and Higher Education in regional committees at the Gulf Countries Cooperation Council.

Dr. Khalid has a number of publications and participations in local and international journals and conferences.
