In this seminar, the speaker will draw on his extensive work on sanctions to discuss UN sanctions as a central governance mechanism for the maintenance of international peace and security, with a mixed record of accomplishments and unintended consequences.
With particular reference to the sanctions on Yemen, Iran, and Afghanistan, the speaker will examine the potential of partial sanctions relief for unblocking deadlocked negotiations. The speaker will also comment on the current gridlock on sanctions at the UN and the move to informal inter-governmental sanctions coordination by Western and Asian countries in light of Russia's invasion of Ukraine.
