Event held in collaboration with QFCRA and Qatar Stock Exchange to enhance industry-academic partnerships
The College of Islamic Studies (CIS) at Hamad Bin Khalifa University (HBKU) convened a Joint Capacity-Building Seminar on Corporate Sustainability Reporting in collaboration with the Qatar Financial Centre Regulatory Authority (QFCRA) and Qatar Stock Exchange (QSE). Held at Education City’s Minaretein Building, the event brought together regulators, industry leaders, academics, and sustainability experts to support Qatar’s transition to enhanced sustainability disclosure frameworks.
This seminar was part of ongoing national efforts to implement the International Sustainability Standards Board (ISSB) frameworks and marked an important milestone in strengthening transparency, accountability, and climate resilience in Qatar’s financial ecosystem. The event emphasized the need for stronger integration between academia and industry, particularly as Qatar moves from voluntary to mandatory disclosure.
“By strengthening collaboration between industry and academia, we affirm our shared commitment to equipping institutions and professionals with the knowledge and skills needed to support the implementation of the Third Financial Sector Strategic Plan objectives, including sustainable finance and sustainability disclosure,” said Dr. Recep Şentürk, Dean, CIS, HBKU.
Eisa Ahmed Abdulla, Deputy CEO, QFCRA, highlighted the progress made on national regulatory alignment. “Recently, all three regulators conducted consultations on the proposed regulatory approach and guidelines for firms, aiming for the respective regulatory frameworks to be approved within this year. These consultations concluded in March, and the regulators are currently analyzing the feedback received. They intend to finalize the legal framework by June 2025. The Corporate Sustainability Framework is scheduled to commence on 1 January 2026,” he explained.
In this spirit of coordinated action, Carole Horeczky and Abdulrahman Al Ahmadani from QFCRA reinforced the commitment of Qatar’s three financial regulators to enabling this transition through targeted and collaborative engagement and emphasized on the importance of equipping all market participants for the upcoming regulatory shift. “The three regulators are collaboratively working to deliver as many capacity-building initiatives as possible to help both the regulators and the firms,” they shared.
Sessions explored both the global and local dimensions of sustainability disclosure – including the consolidation of reporting frameworks and the shift from the Global Reporting Initiative (GRI) to ISSB standards. Dr. Dalal Aassouli, Assistant Professor of Islamic and Sustainable Finance at CIS, emphasized on the value of high-quality sustainability disclosures: “Good quality disclosure enhances access to capital markets, strengthens financial risk management, reduces cost of capital, and helps build trust while meeting stakeholder expectations. It also drives sustainable product innovation, enables benchmarking against competitors, enhances internal collaboration, and supports regulatory readiness and legitimacy. With the consolidation of sustainability disclosure frameworks and the transition from voluntary to mandatory reporting, supporting companies and financial institutions in navigating these changes is critical.”
Themes critical to sustainability reporting and regulatory preparedness, were also discussed. These included technical overviews of the ISSB standards, approaches to internal governance and assurance, the role of climate risk in corporate strategy, and practical experiences with environmental, social, and governance (ESG) data management and disclosures. Participants also engaged with case studies illustrating organizational readiness, challenges in Scope 3 emissions reporting, and strategies for aligning existing practices with emerging global frameworks.
