In celebration of Qatar National Day, the College of Law at Hamad Bin Khalifa University presents an online colloquium reflecting on democracy and the constitution of Qatar.
The Amir’s recent announcement that Qatar will hold elections for its Shura Council (Advisory Council), Qatar’s legislative body, is consistent with the promise of democracy set out in the constitution.
In this colloquium, speakers will share their insights and observations on the constitution and democracy in Qatar, with a focus on the anticipated elections.

Dr. Hassan Al-Sayed, Professor of Law, Qatar University (QU) College of Law, and Judge, Qatar International Court and Dispute Resolution Centre Dr. Hassan Al-Sayed was the previous Dean of QU Law and a leading scholar of constitutional law in Qatar. The winner of the State Incentive Award in Law 2012, he is the author of “Waqfat Doustouriyya” (Constitutional Views) and “Introduction to the Study of Qatari Constitutional Law”. As Dean of the College of Law, Dr. Al-Sayed played an important role in building the College after the separation from the College of Sharia (Islamic Studies) and developing a new independent legal curriculum, which incorporated English language. He has been appointed to numerous committees, including the International Centre for Dialogue between Religions and the Bar Admission Committee. He holds his Ph.D. from the University of East Anglia.
Richard Albert, William Stamps Farish Professor in Law, Professor of Government and Director of Constitutional Studies, The University of Texas at Austin Richard Albert has published over twenty books on the study of constitutionalism, including “Constitutional Amendments: Making, Breaking, and Changing Constitutions” (Oxford University Press 2019). A graduate of Yale, Oxford, and Harvard, he is a former law clerk to the Chief Justice of Canada.

Brigadier Salem Saqr Al Muraikhi, Director of Legal Affairs Department at the Ministry of Interior and Deputy Chairman of the Supervisory Committee for the Elections of the Central Municipal Council (CMC)
Brigadier Salem is currently the Director of Legal Affairs Department at the Ministry of Interior and Deputy Chairman of the Supervisory Committee for the Elections of the Central Municipal Council (CMC). He previously served as the Deputy Attorney General from 1989-1996, and was also Legal Advisor to the Undersecretary of the Ministry of Interior from 1996-2000. In 2000, he was the Assistant Director at the Directorate of Nationality, Immigration and Passports and later served as the Assistant Director of Legal Affairs Department at the Ministry of Interior from 2005-2013.
Brigadier Salem has chaired many local and international committees and has also delivered lectures on legal issues related to the work of the Ministry of the Interior (MOI), in addition to the electoral systems at many entities. He has also presented research papers on the electoral systems and Shura in Islam.
