Biography

Mohamed Elkaffash is an S.J.D. candidate at the College of Law. His dissertation focuses on the legal implications of digital transformation in the energy sector, with particular emphasis on AI governance, cybersecurity, blockchain regulation, and cross-border data protection. His research seeks to develop a harmonized legal framework that addresses the challenges of digitalization in critical infrastructure and energy governance.

Mohamed holds a Juris Doctor from HBKU, a Master of Sharia from Qatar University, a Bachelor of Sharia from Al-Azhar University, and a B.Sc. in Electrical Engineering from Alexandria University. With over 30 years of experience in the oil/gas industry as a Senior Manager Automation specializing in digital transformation, cybersecurity, and automation, his multidisciplinary expertise bridges law, technologies, project finance, and engineering. He examines the intersection of technology, regulation, and human rights through his research.

His dissertation explores legal implications of digital transformation (AI/ML deployment), regulatory compliance in high-risk industries, intellectual property in tech, and human rights frameworks for sustainable energy transitions.
