The Behavioural Insights Academy (BI Academy)
The Behavioural Insights Academy (BI Academy) inaugurated in Doha by the International Hub on Behavioural Insights of the United Nations Office of Counter-Terrorism (UNOCT BI Hub), in partnership with Qatar’s Hamad Bin Khalifa University (HBKU) with a 5-day course starting 8 May 2023.
The new BI Hub’s flagship academy programme is the first of its kind to feature capacity-building in behavioural insights tailored for the international community of practice in preventing and countering violent extremism (PCVE). PCVE practitioners, and representatives from civil society, governmental institutions, and United Nations entities will gather in Doha for the inaugural training course.
The UNOCT BI Hub is partnering with HBKU, a research and graduate studies university that acts as a catalyst for positive transformation in Qatar while having a global impact. Its colleges include the College of Public Policy (CPP), which undertakes cutting edge research on policy challenges facing the country, region, and world. The Policy Lab of the UK Government
The Policy Lab of the UK Government is an official partner of the Hadaba Initiative and operates with the objective of bringing multidisciplinary expertise to support teams in comprehending the present, envisioning the future, and designing effective ways to achieve their intended policy impact. Established in 2014 as part of the Civil Service Reform plan, the Policy Lab's primary mission is to enhance openness in policy-making and contribute to the creation of a modern UK Civil Service.
The approach of the Policy Lab is founded on evidence-based methods, active participation, and experimentation. It uses diverse perspectives to tackle complex challenges and facilitate consensus-building. Its expertise is particularly well-suited to address difficult, intractable, and systemic policy issues that demand innovative thinking and have the potential to yield transformative solutions.
The work of the Policy Lab is structured around three main levels of engagement. Firstly, it delivers new policy solutions through practical and inspiring projects. Secondly, it focuses on developing the skills and knowledge of the policy profession and the wider Civil Service. Lastly, it inspires new thinking through its writing and experimentation.
Since its inception, the Policy Lab has successfully collaborated with more than 7,000 civil servants on over 200 policy development and innovation projects. Hadaba has established in the Summer 2023 a strong collaboration with CoDesignCo in Australia led by Dr. Emma Blomkamp, a renowned expert in Systemic Design. Dr. Blomkamp is the inspiration behind The Systemic Design Practice Wheel, a groundbreaking framework that provides guidance to practitioners who tackle complex problems using creative and participatory approaches.
The Systemic Design Practice Wheel is the result of distilling Dr. Blomkamp's extensive experience and knowledge gained from research, evaluation, education, and practice in the field of design for public and social innovation. The framework comprises five core domains: principles, place, people, process, and practice. Hadaba utilizes Lego Serious Play (LSP) as an innovative methodology that utilizes LEGO bricks to facilitate creative thinking, problem-solving, and collaboration in various settings, including policy design. With a team of certified facilitators of LSP, Hadaba aims at enhancing policy design processes through the application of design thinking and its various stages.
Incorporating LSP into policy design processes enhances collaboration, creativity, and problem-solving, ultimately leading to more effective and well-rounded policy solutions. Perspectivity of Netherlands
Hadaba has also joined forces with Perspectivity of Netherlands founded by Dr. Han Rakels. Dr. Rakels pioneered a transformative and immersive experience known as the Perspectivity Challenge, which is a form of “serious play” pedagogy. This methodology plases participants in the shoes of influential decision makers, tasked with the expansion of a virtual economy on a dynamic game board.
Throughout the challenge, teams are confronted with a plethora of complexities mirroring those faced by our real-world leaders. Encountering growth spurts, resource constraints, international negotiations, economic downturns, and conflicts, the players are compelled to grapple with the critical trade-off between pursuing short-term economic growth and ensuring long-term sustainability.
The Perspectivity Challenge ingeniously employs gamification as a tool to foster a deeper understanding of the intricate dynamics that shape global economic systems.
