Stakeholder Engagement & External Affairs Manager

Hamad Bin Khalifa University (HBKU), a member of Qatar Foundation for Education, Science, and Community Development (QF), was founded in 2010 to continue fulfilling QF’s vision of unlocking human potential. HBKU is a homegrown research and graduate studies University that acts as a catalyst for positive transformation in Qatar and the region while having a global impact.

The newly established Global Institute for Strategic Research (GISR), a member of HBKU, is looking to hire a Stakeholder Engagement & External Affairs Manager as soon as possible. Through trusted and relevant foresight, GISR acts as a bridge between research and policy. In doing so, GISR enhances the ability of decision-makers in Qatar and the Arab world to develop impactful and informed contributions to ongoing efforts to resolve some of the most pressing global challenges, including conflict, poverty, state fragility, energy market stability, and climate change.

GISR serves as an interdisciplinary hub, enriching research and connecting existing expertise across Qatar Foundation’s network of Higher Education institutions and beyond in areas of global governance, conflict, peace, security, development, health, education, gender, international law, artificial intelligence, public policy, and impact evaluation, amongst others. Its mission is to strengthen the capacity of decision-makers to address global and regional challenges by employing independent and forward-facing frameworks of analysis that stimulate critical thinking, foresight, and innovation. GISR fosters diversity of thought and understanding to collaboratively tackle pertinent global governance, advancement, and peace challenges from an Arab, as well as a regional perspective.

Position

To develop and implement an impactful and consistent advocacy and engagement plan, including events, to promote the interests of the Global Institute for Strategic Research (GISR) across a wide range of entities, regulatory bodies, and national and international stakeholders.

Job Role Description

  • Manage and build relationships with business contacts, media, public officials, government regulators, and investors to develop goodwill and promote the interests of the institute.
  • Identify and manage stakeholders, gathering, and monitoring information, building databases, ensuring the effective use of Global Institute for Strategic Research (GISR’s) webpages as well as the development of relevant printed materials.
  • Manage the implementation and successful delivery of the stakeholder engagement plan as well as outreach to national, regional, and international partners in accordance with the overarching Vision of GISR and its stakeholder engagement strategy.
  • Oversee and develop GISR communications’ sub-strategy, plan, and budget in line with the overall University Communications Strategy to report on the plan's performance.
  • Participate in the strategic direction and communication strategy of GISR and disseminate the institute’s strategy internally and internationally.
  • Manage GISR’s website and social media presence to promote the Institute’s activities in accordance with the communication procedure and brand guidelines.
  • Implement effective marketing, branding, and communications plans to raise the profile of the Institute, including producing a regular newsletter and supplying material to GISR’s website in coordination with HBKU Communications.
  • Develop and keep up-to-date a comprehensive stakeholder database, prepare communications to stakeholders, and respond to their inquiries.
  • Build the capacity and knowledge of each key stakeholder to ensure effective communication outcomes by clearly defining lines of communication.
  • Develop and solicit event advertising & sponsorships for GISR events and conferences through effective stakeholder engagement.
  • Manage GISR’s events, conferences, workshops, and seminars, including the publicity, invitations, and the on-site logistical aspect.
  • Oversee preparation of conference proceedings and GISR in-house publications and content.
  • Develop and monitor the budget for events and conferences, ensuring all costs are within budget.
  • Other reasonable tasks as assigned by the supervisor.

Minimum Knowledge, Skills & Experience

  • Bachelor’s or master’s degree in a relevant field and 8-10 years of relevant full-time work experience, 3 of which at a supervisory level.
  • Proven track record in executing stakeholder plans.
  • Outstanding interpersonal and customer service skills, with the ability to build strong relationships and partnerships across diverse organizations.
  • Ability to work independently and as part of a team.
  • Strong organizational and communication skills.
  • Excellent writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely; Arabic proficiency is an advantage.
  • Proficient in MS Office suite of products (Word, Excel, PowerPoint) and CRM software.
