SPECIALIZED TRAINING PROGRAM: PERFORMANCE MANAGEMENT IN THE PUBLIC SECTOR

Training Overview and Objectives

 

This Training is designed as an intensive two-day exploration of key aspects of performance management. Day 1 will focus on basic elements of performance, different ways of conceiving it, and how it fits into public management systems. We will begin to consider comparative cases and examples of performance management systems. Day 2 will carry things forward and look at more case studies, introduce the practice of performance agreements, and then conclude with two extended comparative exercises.

In addition to presentation slides and lectures, several background readings have been made available to provide deeper familiarity with the issues and the content. Ideally, these should be reviewed before the Training.

Key learning objectives

by the end of the Training, participants will be able to:

  • Identify the elements of performance in public sector organizations
  • Understand the public sector value chain, and performance measurement along that chain
  • Compare and contrast different models of performance measurement as used internationally
  • Grasp the importance of communicating a performance story
  • Appreciate the importance of stakeholders and clients in developing an understanding of performance
  • Develop and design a performance and results framework
  • Apply that framework to actual organizations

Training Leader

Dr. Leslie A. Pal

Professor Dr. Leslie A. Pal is Chancellor’s Professor of Public Policy and Administration at the School of Policy and Administration at Carleton University (Ottawa, Canada), and Director of the Centre on Governance and Public Management. He has been researching and teaching public sector management for 30 years, and is the author of 28 books and 60 articles on a wide variety of topics in the field. As Director of the
School of Public Policy and Administration at Carleton University, he has been directly involved in guiding the strategic direction of the School.
More recently, he has served as an advisor on the strategic development of university programs in public management and public policy.

In addition to his work with Canadian government agencies and NGOs, he has provided training on policy development to various national and international organizations, including the Ukrainian Academy of Public Administration, the Open Society Institute (Budapest, Bosnia, Mongolia, Nepal), the Russian Academy of National Economy and Public Administration, the Higher School of Economics (Russia), the World Bank, the OECD, the Swedish International Institute for Public Administration (SIPU), and the Hong Kong Civil Service Training and Development Institute.

His most recent training on performance management was for the Asian Productivity Organization and the Development Academy of the Philippines in
October 2016.
